Job Description
Cruz Associates Inc. of Yorktown, VA has an open position and is looking for qualified candidates for a Budget Technician. The job location is Fort Eustis, VA in support of the Aviation Integration Directorate (AID).  

Scope: Provide budget execution in support of program managers and developmental programs for Army Aviation in the Budget Office of the AID.  Execution includes the commitment, obligation, disbursement and expensing of funds that support production programs, sustainment programs and applied research and development programs conducted by the AID.  Accurate commitment and obligation data is imperative to the budget execution process and is required by the budget analysts in making funding decisions regarding mission and customer programs and reporting execution status to higher headquarters.

Responsibilities:
  • Provide a single point of contact for all related technical and procedural matters and administrative support as required.
  • Interface with Government management personnel, contract managers, and customer agency representatives at frequencies commensurate with the complexity and status of each individual subtask.
  • Support the Budget Office, AID in entry of budgetary data into various automated financial management systems for the purpose of committing and obligating funds, tracking fund expenditures, and maintaining financial data.
  • Screen and process FM-16s (Purchase Requests for Supplies and Services) IAW applicable regulations and SOPs, and interface with Aviation Applied Technology Directorate (AATD) for their submittal.
  • Monitor the obligations and expenditures associated with FM-16s and other purchase mechanisms in the US Army Standard Operations and Maintenance Army Research and Development System (SOMARDS) Accounting System.
  • Track, monitor and retrieve data from US Government credit card and other financial systems.
  • Prepare financial documents, such as DA3953s (Purchase Requests and Commitments) MIPRs, DD 448s and others.
  • Utilization of the General Fund Enterprise Business System (GFEBS) or GFEBS-SA.
  • Perform a variety of budgetary support tasks to include maintaining commitment/obligation ledgers; ensuring availability of funds prior to submitting documents to budget analyst for funds certification; maintaining multiple level audit trails; developing direct funding citations on a variety of financial documents; entering contractual data into an integrated financial management system; ensuring validity of open commitments and unliquidated obligations (ULO); reconciling obligations with the Defense Finance and Accounting Service (DFAS); preparing and monitoring funding requests that include issuing, coordinating accepting and processing increases and decreases; researching budgetary problems and taking corrective action as appropriate; and filing financial documents.
  • Serve as a budget travel administrator for the Directorate by creating and maintaining travel budgets and lines of accounting in the Defense Travel System (DTS) and review authorizations for financial and processing compliance IAW with DTS regulations and best practices guides.
Education and Experience:
 
  • Minimum of 5 years’ experience working in accordance with DFAS policies and procedures is required.
  • Minimum of 4 years’ experience working with SOMARDS or similar systems such as DCAS, STANFINS or GFEBS is required.
  • Minimum of 3 years’ financial management experience that required tracking and management of large number of ULOs, negative ULOs and outstanding commitments in multiple federal appropriations is required.
  • Bachelor’s degree in an accounting or business field is desired.
  • A Top Secret security clearance is required.  A Secret clearance is initially acceptable with an investigation date that is within 5-years of contract date, and can obtain a final Top Secret clearance.
