Summary:

We are looking for Technical Instructors to provide contract support to the Contractor Instructional Support Services for the US Coast Guard Command, Control, Communications, Computers, Cyber and Intelligence Service Center (C5ISC). The C5ISC is responsible for developing, building, and fielding various shipboard command, control, and communications systems for a variety of U.S. Coast Guard (USCG) cutters and units, both afloat and ashore. The Training Branch within C5ISC is responsible for training USCG personnel to operate and maintain these systems. The Training Branch requires instructional support services for the instruction of various electronic system operator trainings/courses and of various electronic maintenance and management courses for these systems.

Responsibilities

Essential Job Functions:

    Provided support services for the instruction of various electronic system operator trainings/courses and of various electronic maintenance and management courses for these systems.
  • Provide operator training at C5ISC, at various Coast Guard cutters and other afloat and ashore units, and at rented classroom/training spaces as scheduled by the Contracting Officer's Representative (COR) to personnel who operate the various Coast Guard systems developed, supported, and/or fielded by C5ISC, to include, but not limited to, Seawatch System, the Electronic Chart Display Integrated System (ECDIS), the Coast Guard Electronic Chart Display Integrated System (CG- ECDIS), the Coast Guard Electronic Chart System (CG-ECS),the Electronic Chart Precise Integrated Navigation System (ECPINS), the Integrated Ship Control System (ISCS), the Scalable Integrated Navigation System 2 (SINS 2), the AN/SPS-50 Radar, and the AN/SPS-78 Radar installed on various Coast Guard cutters and other afloat and ashore units.
  • The training will be conducted utilizing and strictly adhering to the curriculum and courseware material designed and developed by C5ISC and approved by the C5ISC Training Branch Chief.
  • Training locations other than C5ISC (i.e., afloat and other than C5ISC CG shore units and shore-based locations) will normally consist of 1 day travel to and 1 day travel from the location for CONUS location. OCONUS locations, including Alaska, will be authorized an additional day on either side of the training for travel. The Government anticipates approximately (including travel days) seventy-five (75) 3-day (ashore) training trips, five (5) 12-day (ashore) training trips, five (5) 3- day (ashore) training trips, and five (5) 7-day (underway/afloat) training trips will be required on average each year.
  • Shall assist C5ISC and other Coast Guard course analysts and developers with their insight and recommendations for course development.

NECESSARY SKILLS AND KNOWLEDGE

  • Shall be able to read, write, understand and speak English in a clear, intelligible manner.
  • Shall possess proficiency in Windows Operating Systems.
  • Possess a working knowledge of the Microsoft Office suites.
Qualifications

Minimum Qualifications:

  • Shall be an experienced instructor (a minimum of two [2] years of teaching at the adult education level - above the high-school level, i.e., experienced military trained instructor, trade school instructor, college instructor) and possess a thorough knowledge of instructional techniques with strong communications skills.
  • Experience and possess proficiency (a minimum of three [3] years) in U.S. Coast Guard RADAR operating principles or equivalent.
  • Experience and possess proficiency in U.S. Coast Guard navigation and piloting principles.
  • Shall have experience and possess proficiency (a minimum of three [3] years) in one or more of the following:
    • Operation of the Seawatch System.
    • Operation of the Electronic Chart Display Integrated System (ECDIS).
    • Operation of the Coast Guard - Electronic Chart Display Integrated System (CG- ECDIS).
    • Operation of the Electronic Charting System (CG-ECS).
    • Operation of the Scalable Integrated Navigation System 2 (SINS-2)
  • The team of instructors shall collectively have experience and proficiency in all the above systems.
  • Must be a US citizen
  • Active Secret clearance
  • Ability to travel

Preferred Qualifications:

  • Bachelor's degree in a related field.
  • Any related certifications.
