Due to extraordinary growth and expanding business development efforts, we are adding exceptionally talented proposal managers to our proposal team. Proposal managers at M.C. Dean are an integral part of the business development team and manage competitive proposals for government and commercial clients in the $20M-$200M range (depending on experience). They provide a full range of proposal management functions from RFP analysis to overseeing the entire proposal process through submission; leading proposal response teams of writers and subject matter experts; and providing direction to production staff. These individuals are confident leaders, strong strategists and tacticians who can envision the final product in total and control resources and process to achieve that product. Reporting Relationship:
These positions report to the Director of Bids and Proposals.

Job Scope:
* Review RFPs and develop proposal plan and kickoff material
* Lead kickoff and checkpoint meetings
* Develop/manage proposal outlines, compliance matrices, and schedules
* Contribute to win strategy during the pre-RFP phase by working closely with the capture team in strategy sessions
* Lead storyboard/annotated outline development and review
* Coach and mentor writers in the development of timely, persuasive, compliant proposal writing assignments
* Lead proposal reviews, ensuring compliance with solicitation requirements and incorporation of win themes and messaging
* Write/review executive summaries and other proposal sections
* Manage work of technical and management contributors, proposal center writers, production staff, and subcontractors to achieve high quality, compliant, responsive, and competitive proposals
Required Skills:
* Excellent time management and organization
* In-depth knowledge of how to analyze a solicitation and structure a proposal to be compliant, responsive, and competitive
* Ability to motivate and energize a team to produce a winning proposal
* Excellent written and verbal communications
* Ability to work effectively with a diverse range of people who possess a variety of skills and experience

Minimum Experience / Education Required:
* Bachelor’s degree in related field
* 5 years hands-on proposal management experience with federal government proposals
