Position Description
DELTA has been tasked to provide a Program Analyst to support our Naval Warfare Systems Program. The main duties include:
• Provide programming, budgeting and execution support for Navy’s only interoperability test program for combat systems.
• Support development of plans and program execution of $109M annual budget.
• Provide support for all aspect of program management, which are integral to the execution of the RDTEN programs for Force, Test, Assessment and Readiness Engineering Division.
• Participate in the planning for and assessment of the developmental testing and operational testing schedule of major acquisition programs as they integrate with the Naval Warfare Systems Certification process and apply to meeting the interoperability objectives of the Force Readiness and Assessment Division.
• Provide program support in the resolution of operational force interoperability issues.
• Facilitate the organization of a Strike Force Coalition consisting of representatives from all organizations and activities participating in the process of certifying the interoperability of Strike Groups for deployment.
• Provide support needed to assist Force, Test and Assessment and Readiness Engineering Division in all aspects of Test and Evaluation Resources Planning to include: Distributed Engineering Plant (DEP) operations and plant engineering, DEP roadmap generation, DEP modifications to support TEMP 801 interoperability testing.
• Assist in the formulation of an overall strategy and forwards the initiative to integrate the US DEP with Maritime Theater Missile Defense (MTMD) Forum and CNO international cooperative objectives to arrive at a cooperative and supportive Coalition Distributed Engineering Plant (CDEP) program.
• Participate in Test and Evaluation meetings as required.
• Prepare point papers, POM/PR issue papers, briefings as required
Requirements:
Education: Bachelor’s degree and 7-10 years experience in related matters.
Experience: OPNAV Planning, Programming, Budgeting and Execution (PPBE); Link 11/16 experience desired; AEGIS/SSDS and navy Surface Warfare experience desired.
Security Clearance: SECRET clearance is required.
